virual hosting (evhost) domains are not case insensitive

Description

Domain names are suppossed to be case insensitive, but are not since the Unix file system is case sensitive.

Fix is probably just to fold the domain part of the url into lower case for internal processing.

I saw this in 1.3.16, but this is not a version option in the dropdown.

Yes, I believe too that this could be solved simply by forcing directory names to always be in lower case.
