missing BuildRequires pcre-devel and bzip2-devel

Description

The spec file fails to list build dependencies on pcre-devel - which it should extrapolate from runtime dependency on pcre, but for some reason doesn't - and bzip2-devel

Attached is a patch to correct this issue.
