Lighttpd upload speed limited to 32Kbytes

Description
Using a script to upload files, via apache I can get top upload speeds, (100kbytes) on my connection.
If we switch from apache to lighttpd, I can only get 32kbytes a second. Then if I switch back to apache, I get top upload speed, so there is something via lighttpd that is capping the upload speed to 32kbytes. This happens in different browsers Firefox and IE.
Is there a setting in lighttpd that is restricting, or limiting the upload speed, if so what is the file I need to access?
